Bagmati Province Initiates Loan Settlement Scheme for Five Distressed Cooperatives

Rohan PoudelBy Rohan Poudel

The Bagmati Province Government has initiated a significant move to address the ongoing challenges within the cooperative sector, particularly concerning problematic institutions. The Office of the Problematic Cooperatives Management Committee, operating under the Ministry of Internal Affairs, Law, and Cooperatives, has issued a public notice inviting borrowers of five specific distressed cooperatives to settle their outstanding loans by utilizing their fixed deposit savings. This proactive measure aims to provide much-needed relief to both borrowers and savers who have been adversely affected by the recent cooperative crisis.

This new directive specifically targets individuals who had secured loans against their fixed deposits from these cooperatives but have yet to fully repay their obligations. Under the committee's decision, eligible borrowers are now permitted to offset their loan amounts directly against their fixed deposit balances, provided the outstanding loan does not exceed the amount held in their fixed deposit accounts. This mechanism simplifies the repayment process and offers a practical solution for individuals caught in the financial quagmire of struggling cooperatives.

The initiative is expected to streamline the resolution of liabilities, offering a clear pathway for affected savers and borrowers to reconcile their financial commitments. The cooperative sector in Nepal has faced considerable scrutiny and challenges in recent times, with several institutions grappling with liquidity issues and mismanagement. Such measures by provincial governments are crucial for restoring public trust and stabilizing the financial ecosystem.

The five cooperatives identified to benefit from this facility are:

  1. Civil Savings and Credit Cooperative Limited
  2. Darshan Savings and Credit Cooperative Limited
  3. Sumeru Savings and Credit Cooperative Limited
  4. Laligurans Savings and Credit Cooperative Limited
  5. National Namobuddha Savings and Credit Cooperative Limited

Borrowers associated with these five institutions are encouraged to initiate the necessary procedures to facilitate their loan settlements within the stipulated limits of their fixed deposits. This move underscores the government's commitment to mitigating the impact of the cooperative crisis on individual members and to fostering a more stable financial environment.

From an investor's perspective, this development, while specific to a few cooperatives, signals a broader effort by regulatory bodies to address systemic issues within the cooperative sector. The resolution of problematic assets and liabilities is a positive step towards enhancing transparency and accountability, which are vital for long-term financial stability. While cooperatives operate differently from commercial banks, their distress can have ripple effects on local economies and overall financial sentiment. Therefore, any measure that aims to resolve these issues contributes positively to the broader economic outlook.

The Bagmati Province Government's intervention could serve as a precedent for other provinces facing similar challenges, potentially leading to a more coordinated national approach to cooperative sector reform. Investors will be keenly observing the effectiveness of this scheme in recovering funds and restoring confidence among the public. Successful implementation could pave the way for more robust regulatory frameworks and improved governance standards across the cooperative landscape, ultimately benefiting the wider financial market by reducing systemic risks. This strategic move is a testament to the ongoing efforts to strengthen Nepal's financial infrastructure and protect the interests of its citizens.
