Nepal Government Announces Significant Salary Hike for Public Sector Employees, Effective FY 2083/84

The Ministry of Finance in Nepal has officially unveiled the revised salary scales and allowances for government employees, effective from the beginning of the current fiscal year 2083/84 (Shrawan 1, corresponding to July 16). This significant announcement follows the government's commitment, outlined in the annual budget, to enhance the welfare of its workforce. The decision, which includes a 10% increase in basic salary and an additional 10% as a monthly incentive allowance, received formal approval from the Council of Ministers on Shrawan 6. Subsequently, the Ministry has issued directives to all governmental bodies across the nation to promptly implement these new remuneration structures.

This comprehensive salary adjustment is set to benefit a vast segment of the public sector. The beneficiaries include civil servants, personnel of the Nepali Army, Nepal Police, and the Armed Police Force, as well as employees within the health services and parliamentary services. Furthermore, community school teachers and staff working at provincial and local government levels will also receive the increased salaries and the new monthly incentive allowance. This broad coverage underscores the government's intent to uplift the financial standing of its entire public service apparatus.

Under the newly established pay structure, the starting monthly salary for the Chief Secretary, the highest administrative position, has been raised to NPR 84,932. Similarly, employees in the Gazetted Special Class will now receive NPR 79,290. For other gazetted officers, the revised salaries are as follows: Gazetted First Class (Under Secretary) at NPR 62,466, Gazetted Second Class (Section Officer) at NPR 53,611, and Gazetted Third Class at NPR 48,058. The Ministry has also specified separate rates for pension purposes, with an Additional Secretary's pension set at NPR 66,539 and a Non-Gazetted First Class (Additional Rank) at NPR 41,517.

The salary increments extend to non-gazetted employees as well, reflecting a holistic approach to compensation adjustments. A Non-Gazetted First Class (Naib Subba) will now earn NPR 38,203, while a Non-Gazetted Second Class (Kharidar) will receive NPR 36,192. The salaries for Non-Gazetted Third Class and Fourth Class employees have been set at NPR 30,373 and NPR 28,690, respectively. Beyond the basic salary hike, employees are also entitled to a grade amount equivalent to one day's salary and the aforementioned 10% monthly incentive allowance, calculated on their total revised salary. The Ministry of Finance has released detailed schedules (Schedule 1 to 8) outlining these new pay scales and has instructed government offices nationwide to ensure timely and accurate disbursement.

From an economic perspective, this significant salary increment for a large number of government employees is expected to have a multi-faceted impact on the Nepalese economy. Firstly, it is likely to boost consumer spending, as increased disposable income will flow into various sectors such as retail, services, and potentially real estate. This surge in purchasing power could stimulate economic activity and contribute to overall growth. However, investors should also consider the potential for inflationary pressures, as a sudden increase in demand without a corresponding rise in supply could lead to higher prices for goods and services.

Secondly, the hike will naturally increase government expenditure, which has implications for the national budget and fiscal policy. For the financial markets, particularly NEPSE, an increase in liquidity from these salary adjustments could potentially find its way into investments, leading to increased market activity.
