Political Stalemate in Bagmati Province: Parties Scramble to Form New Government Amidst Shifting Alliances

The political landscape in Bagmati Province is currently experiencing significant flux, as major political parties engage in intensive discussions to form a new provincial government. This critical period follows the recent withdrawal of support by the CPN (UML) from the Nepali Congress-led administration, plunging the province into a state of political uncertainty. For investors and the broader economic community, such developments warrant close observation, as provincial stability is intrinsically linked to policy consistency, project implementation, and overall investor confidence.

Bagmati Province, a key economic hub in Nepal, comprises a Provincial Assembly of 104 members. To establish a majority government, a coalition or single party must secure the support of at least 53 Members of Parliament (MPs). The current distribution of seats underscores the complexity of forming a stable alliance: the Nepali Congress holds 36 seats, the CPN (Maoist Centre) has 26, the CPN (UML) commands 25, the Rastriya Prajatantra Party (RPP) holds 12, the Nepal Workers and Peasants Party (NWPP) has 3, and the Hamro Nepali Party accounts for 2 seats.

Following the CPN (UML)'s decision to retract its support, a move often mirroring shifts in federal political dynamics, the focus has now turned to new coalition possibilities. Initially, an understanding between the CPN (UML) and the CPN (Maoist Centre) for a new government seemed plausible. However, their combined strength of 51 seats (25 from CPN (UML) and 26 from CPN (Maoist Centre)) falls two seats short of the required majority. This arithmetic necessitates the inclusion of at least one additional party, making the negotiation process intricate and potentially protracted. Jagannath Thapaliya, a prominent leader of the CPN (UML) Bagmati Province Parliamentary Party, confirmed that his party is actively engaging with various political entities that could potentially partner with them to bridge this gap.

Simultaneously, the Nepali Congress, as the largest party in the provincial assembly, is not sitting idle. Pukar Maharjan, chief whip of the Nepali Congress Bagmati Province, has indicated that the party has initiated its own discussions aimed at forming a government under its leadership. The Nepali Congress is reportedly in talks with the Rastriya Prajatantra Party (RPP), the Nepal Workers and Peasants Party (NWPP), and the Hamro Nepali Party. A potential alliance among these parties – Nepali Congress (36) + RPP (12) + NWPP (3) + Hamro Nepali Party (2) – would collectively secure 53 seats, precisely meeting the threshold required for government formation. This scenario presents a viable alternative and highlights the fluid nature of political alliances in the province.

From an economic perspective, prolonged political uncertainty in Bagmati Province could have several ramifications. Delays in government formation can lead to a slowdown in policy implementation, budget allocations, and the commencement or continuation of crucial development projects. Such instability often translates into a cautious approach from both domestic and foreign investors, potentially impacting investment inflows, job creation, and overall economic growth within the province. While provincial political developments do not directly move the NEPSE index, they contribute to the broader national economic sentiment, which can indirectly influence market confidence. A swift and stable resolution to the current political impasse is therefore vital not only for the administrative functioning of Bagmati Province but also for maintaining a predictable and conducive environment for economic activities and investor confidence. The coming days will be crucial as parties navigate these complex negotiations to forge a new path forward for Bagmati Province.
