Nepal's Traffic Police Propose Specialized EV Licensing and Training Amid Rising Accidents

The rapid proliferation of electric vehicles (EVs) across Nepal, particularly within the bustling Kathmandu Valley, marks a significant stride towards sustainable transportation. However, this green revolution has brought with it an unforeseen challenge: a notable increase in EV-related accidents. In response, the Kathmandu Valley Traffic Police Office has unveiled a proactive strategy aimed at enhancing road safety and mitigating these incidents. This comprehensive plan includes a groundbreaking proposal for separate driving trials and distinct licensing categories specifically for EV drivers, signaling a pivotal shift in how Nepal approaches automotive safety in the age of electrification.

According to Superintendent of Police Naresh Subedi of the Kathmandu Valley Traffic Police Office, the fundamental differences in technology and operational dynamics between EVs and traditional internal combustion engine (ICE) vehicles are a primary contributor to the rising accident rates. EVs, characterized by their instant torque delivery, silent operation, and often heavier battery packs, present a unique driving experience that many drivers, accustomed to ICE vehicles, are not yet fully prepared for. This disparity in driving characteristics necessitates a specialized approach to driver training and assessment. The Traffic Police have already initiated crucial groundwork and discussions with the Department of Transport Management to formalize these proposed changes, underscoring the urgency and importance of the matter.

Beyond driver-centric solutions, the Traffic Police are also engaging with key industry stakeholders to foster a collective responsibility for road safety. A recent high-level meeting brought together representatives from EV importing companies, dealers, the Nepal Automobiles Association of Nepal (NADA), and the Nepal Automobile Importers Manufacturers Association (NAIMA). During these discussions, the police strongly urged companies to implement mandatory pre-delivery training for customers. This training would cover essential aspects such as the mechanical intricacies of EVs, effective speed control mechanisms, and the unique operational capabilities inherent to electric vehicles. The emphasis is on ensuring that drivers are not just handed the keys but are thoroughly educated on how to safely and efficiently operate their new electric vehicles.

Another significant proposal under consideration is the factory-level installation of speed governors in EVs. This technological intervention would restrict vehicles from exceeding predetermined speed limits, thereby significantly reducing the risk of high-speed accidents. SP Subedi highlighted that integrating such a feature at the manufacturing stage could serve as a robust preventive measure, complementing driver education and licensing reforms. This proactive approach aims to embed safety features directly into the vehicles, adding an extra layer of protection for both drivers and pedestrians.

The statistics underscore the scale of EV adoption and the growing need for these safety measures. Over 42,000 four-wheeled EVs have already been sold in the Kathmandu Valley alone, a testament to their increasing popularity. However, the distinct acceleration profiles and power delivery of EVs compared to their fuel-powered counterparts mean that both vehicle sellers and drivers must assume greater responsibility for ensuring road safety. The Traffic Police's initiative is not merely about imposing new rules; it's about fostering a culture of safety and preparedness that aligns with the evolving landscape of automotive technology.
