Nepal's Finance Minister Pushes SEBON for Enhanced Regulatory Quality and Robust Capital Market Expansion

The Nepal Stock Exchange (NEPSE) and its regulatory body, the Securities Board of Nepal (SEBON), are at a pivotal juncture, as evidenced by the recent high-level visit of Finance Minister Dr. Swarnim Wagle to SEBON's offices. This visit, attended by key financial dignitaries including Finance Secretary Dr. Ghanshyam Upadhyaya and SEBON's Board of Directors, underscored the government's renewed focus on bolstering the nation's capital market. Minister Wagle's directives to SEBON emphasize a dual mandate: significantly enhancing regulatory quality and accelerating the comprehensive development and expansion of Nepal's burgeoning capital market.

SEBON Chairman Dr. Gopal Prasad Bhatta, in his welcoming remarks, provided a detailed overview of the Board's strategic initiatives. He highlighted the formulation and ongoing implementation of a robust Capital Market Development Blueprint, which serves as SEBON's overarching vision for the market's future trajectory. Furthermore, Chairman Bhatta informed the Minister about the initiation of the capital market policy and action plan for the fiscal year 2083/84, signaling a proactive approach to regulatory evolution. A key aspect of SEBON's current agenda involves the preparation of consultative papers, rules, and directives pertaining to a wide array of primary and secondary market instruments. These include critical areas such as Initial Public Offerings (IPOs), the introduction of intraday trading, the refinement of margin lending practices, and the potential implementation of short selling mechanisms. These reforms are crucial for diversifying investment avenues and enhancing market liquidity.

The regulatory body has set an ambitious timeline for these developments, aiming to complete the preparation of necessary consultative papers, rules, and directives by Shrawan 2083. Following this, a crucial phase of stakeholder consultation is slated to commence from Bhadra 2083, ensuring that all market participants have an opportunity to provide feedback. This inclusive approach is vital for crafting policies that are both effective and widely accepted. The final policies, rules, and directives will then undergo review and amendment based on the valuable insights gathered during these consultations, reflecting a commitment to adaptive and responsive regulation.

Despite these forward-looking initiatives, Chairman Bhatta candidly addressed the existing challenges confronting Nepal's capital market. He appealed to the Ministry of Finance for crucial facilitation and support in overcoming these hurdles, emphasizing the need for effective policy formulation and implementation.
