SEBON Initiates Policy Dialogue with Academics to Introduce Transformative Financial Instruments in Nepal's Capital Market

In a significant move towards modernizing and enhancing the depth of Nepal's capital market, the Securities Board of Nepal (SEBON) recently hosted its inaugural policy dialogue with leading finance academics from various universities. Chaired by SEBON Chairman Dr. Gopal Prasad Bhatta, the program, held at the Board's office in Lalitpur, aimed to gather expert insights and recommendations on the development of new financial instruments.

The dialogue was a crucial step following SEBON's public release of several 'consultation papers' and 'policy papers' outlining the introduction of advanced trading mechanisms. The primary objective was to solicit conceptual understanding and practical suggestions from subject matter experts, ensuring a robust and well-informed approach to implementation.

Discussions primarily revolved around four transformative instruments that SEBON has recently proposed: Margin Lending, Intraday Trading, Securities Lending and Borrowing (SLB), and Short Selling. Each of these instruments holds the potential to significantly alter the landscape of the Nepalese stock market:

  • Margin Lending: This mechanism allows investors to borrow funds from their brokers to purchase securities, thereby increasing their purchasing power. While it can amplify potential returns, it also inherently elevates investment risk, necessitating clear guidelines and investor awareness.
  • Intraday Trading: This involves the buying and selling of securities within the same trading day, with the goal of profiting from short-term price fluctuations. It is expected to boost market liquidity and provide more dynamic trading opportunities for active investors.
  • Securities Lending and Borrowing (SLB): SLB enables investors to lend out their idle securities for a fee or borrow securities to cover short positions. This instrument enhances market efficiency, facilitates hedging strategies, and improves overall liquidity by allowing better utilization of existing assets.
  • Short Selling: A sophisticated strategy where an investor sells borrowed securities with the expectation that their price will fall. The investor then buys back the securities at a lower price to return them to the lender, profiting from the price difference. While it adds depth and price discovery to the market, short selling is considered a high-risk strategy requiring stringent regulatory oversight.

The participating academics expressed their appreciation for SEBON's proactive and transformative initiatives aimed at capital market development. However, they also emphasized the critical need for comprehensive financial literacy programs for investors. Given the highly technical nature and inherent risks associated with these new instruments, educating investors on their functionalities, benefits, and potential pitfalls was highlighted as paramount to ensuring responsible market participation.

Speakers at the dialogue underscored the importance of such pre-policy consultations with the academic community.
